Economic Community of West African States (ECOWAS)

The Economic Community of West African States (ECOWAS) was created by the Treaty of Lagos in Lagos, Nigeria, on May, 28, 1975. It had its roots in earlier attempts at a West African economic community in the 1960s and was spearheaded by Yakuba Gowon of Nigeria and Gnassigbe Eyadema of Togo. The primary purpose of ECOWAS is to promote economic trade, national cooperation, and monetary union, for growth and development throughout West Africa.   A revised treaty intended to accelerate the integration of economic policy and improve political cooperation was signed on July 24, 1993. It set out the goals of a common economic market, a single currency, the creation of a West African parliament, economic and social councils, and a court of justice. The court primarily interprets and mediates disputes over ECOWAS policies and relations, but has the power to investigate alleged human rights abuses in member countries. Membership There are currently 15 member countries in the Economic Community of West African States. The founding members of ECOWAS were: Benin, Cà ´te dIvoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania (left 2002), Niger, Nigeria, Senegal,  Sierra Leone, Togo, and  Burkina Faso  (which joined as  Upper Volta).  Cape Verde  joined in 1977; Morocco requested membership in 2017, and the same year Mauritania requested to rejoin, but the details have yet to be worked out. ECOWAS member countries have three official state languages (French, English, and Portuguese), and well over a thousand existing local languages including cross-border native tongues such as Ewe, Fulfulde, Hausa, Mandingo, Wolof, Yoruba, and Ga. Structure The structure of the Economic Community has changed several times over the years.  In June 2019, ECOWAS has seven active institutions: the Authority of Heads of State and Government (which is the leading body), the ECOWAS Commission (the administrative instrument), the Community Parliament, the Community Court of Justice, the ECOWAS Bank for Investment and Development (EBID, also known as the Fund), the West African Health Organisation (WAHO), and the Inter-Governmental Action Group against Money Laundering and Terrorism Financing in West Africa (GIABA).  .  The treaties also provide for an advisory Economic and Social Council, but ECOWAS does not list this as part of its current structure. In addition to these seven institutions, specialized agencies in ECOWAS include the West African Monetary Agency (WAMA), the Regional Agency for Agriculture and Food (RAAF), ECOWAS Regional Electricity Regulatory Authority (ERERA), ECOWAS Centre for Renewable Energy and Energy Efficiency(ECREEE), The West African Power Pool (WAPP), ECOWAS BROWN CARD, ECOWAS Gender Development Centre (EGDC),  ECOWAS Youth and Sports Development Centre (EYSDC), West African Monetary Institute (WAMI), and ECOWAS infrastructure Projects. Peacekeeping Efforts   The 1993 treaty also laid the burden of settling regional conflicts on the treaty members, and subsequent policies have established and defined the parameters of ECOWAS peacekeeping forces. The ECOWAS Ceasefire Monitoring Group (known as ECOMOG) was created as a peacekeeping force for the civil wars in Liberia (1990–1998), Sierra Leone (1991–2001), Guinea-Bissau (1998–1999), and Cote DIvoire (2002) and was disbanded at their cessation.  ECOWAS does not have a standing force; each force raised is known by the mission for which it is created.   The peacekeeping efforts undertaken by ECOWAS are just one indication of the increasingly multifaceted nature of the economic communitys efforts to promote and ensure the prosperity and development of West Africa and the well-being of its people. The struggle between knowing what is right and wrong when speaking about abortion is one that has been controversial for quite a long time. What gives someone the right to say if abortion should legal, while telling the other person there doing the wrong thing with their lives. The personal choice is being taken away from people and is largely an argument based on factors such as a person’s social wellbeing and religious background (BOLCE, L). So in order to abide by environmental laws and benefits, BSF Ltd began the research of bacteria to produce fish feeds from wood chips, sugarcane residue, or recaptured methane gas. This research was to some extent useful. BSF had already spent 160 million AU dollars towards research, and the 200 million AU dollars, towards development proposed to be spent by it in bringing it to the market. BSF Ltd awarded a grant of 500 million AU dollars from Commonwealth Scientific and Industrial Research Organisation (CSIRO, Federal Government of Australia) on the condition that it will be spending at least 100 million AU dollars per year on alternative aqua culture feeds (Rust et. al, 2011). BSF received the grant amount in 2013 and has since then spent 500 million AU dollars on research and proposes to spend another 200 million AU dollars in development over the next two years, dedicated towards develop an alternative aquaculture from the research done till date by it (Lothe, 2013). The net value of the patent shall be 700 million AU dollars if sold in two years or 200 million AU dollars per year if produced and sold. Conclusion An auditor must evaluate the advantages and disadvantages of an audit process prior to taking it. In other words, he or she must assess the risks associated with the audit assignment, nature of the assignment, duties affixed to it etc prior to deciding whether such assignment is considered or not. These are very essential requirements and if an auditor neglects any of these, then ultimately all the negative consequences must be borne by him only (Fazal, 2013). The nature of Caesars tactics, and the style of his battlefront during this period was one of the most bloody during Caesars military career. Within the hill town of Alesia, Caesar and his legions were getting closer to the battlefield that would eventually mark the event as one of the most remarkable military victories in history. This is because the battle that was fought in Alesia involved military strategies which tested Caesars abilities as a leader. He had to find ways to manage numerous traitor-tribes, revolts, and small rebellions. Managing these were important because Caesar knew that if the Gallic tribes formed an alliance against him, the Roman legion may not continue to maintain their rule in the region. The siege In 52 BC., Vercingetorix, after the battle of Gergovia, thought that it wasnt the right moment to engage in a royal battle against the Caesars army, so therefore he withdrew to the walled Mandubii town of Alesia. Placed on a hill and encircled by river valleys, Alesia was in a strong defensive position. Once nearby Alesia Caesar had to decide the best way to make his attack. Instead of launching a frontal assault, he decided the better strategy was to lay siege to the town, by surrounding the town and waiting for them to surrender. To make sure that Alesia was away from any sort of rescue, Caesars army built a circumvallation wall. Provided with ditches, watchtowers, and traps (such as stimuli, lilies, and tombstones) the wall ran for roughly 15 km. During the endeavor to build the wall by the Romans, Vercingetorix was sending small groups of cavalry with the aim to disturb the Romans work and also to try to kill as many Roman soldiers as possible. Wondering if a possible relief army in Vercingetorix could help, Caesar decided to erect a second wall, in slang contravallation, that was long about 21 km (ThoughtCo.com, 2017). Because of this, Vercingetorix decided to try to assault the Roman camp from the city, with the assistance of the relief army that arrived the day before under the lead of Commius (one of Vercingetorixs army generals), attacking from outside the Roman camp. Both attacks were contained by the Romans, so the Gauls attacked again in the next day, this time with the help of the darkness. When Commius thought that it was the right moment to break through the Roman lines, Mark Anthony and Gaius Trebonius cavalry gave a great proof of their valour keeping the position assigned to them by Caesar. From inside, Vercingetorix was also attacking, but the surprises element was lost due to the need to fill in the Roman trenches before moving onward (ThoughtCo.com, 2017). 6. The final battle The Gauls attack. After one month and a half of the siege, the Gauls decided to concentrate their forces in one last attack. The target was the Roman camp of Mount Rea, the farther from Alesia but even the more difficult to defend, because the landscape of the territory had poor visibility. Inside the citys wall, the remains of the army of Vercingetorix   decided to support the final attack from inside the lines. After 7 hours marching and 5 hours rest, the Gauls launched a devastating charge beginning a bloody hand-to-hand fight. Right away the Roman Tribunes needed reinforcements, so Caesar decided to send 6 military units (cohorts) from the south camp, next to the Mount Flavigny. Vercingetorix saw this move, and he sent quickly a charge to the camp that had just been deprived of a relevant number of troopers. After Caesar gave the order to get the 6 cohorts back to defend the camp from the assault of Vercingetorix, Caesars situation was getting dramatic and he decided to dismount his horse and start to fight with   his comrades. Once the legions of Caius Fabius and Decimus Brutus had recognized the General by his red cloak fighting on their side, they found new energies starting to fight harder (Arsbellica.it, 2015). After the 6 cohorts were arrived back to the camp of Mount Flavigny, south of Alesia, Caesar had to rush to the north, to Mount Rea, where the outside army of Vercassivellauno (Vercingetorixs army general) was charging the Roman camp with about 60,000 men. In his way up to the north encampment, Ceasar collected as many horsemen as possible (the Germanic auxiliary cavalry were the best knights of that time), and 4 reserve cohorts. Caesar knew it was his last chance, so he gave his last order: he sent the Germanic cavalry ahead following the entire perimeter to reach Mount Rea, run around it and take the attacking Gauls with surprise by their back. It was a pretty dangerous move because he had to deprive himself of the horsemen for at least two hours, the time to run to the north of Alesia and run around the enemy. In the meantime, Commander Labienus was holding the situation difficultly, waiting for Caesar and relief forces. When the Roman General arrived, he became conscious of the situation. The factions were so mixed that wasnt even possible to thrown an arrow without the risk of hit their own comrades. The legions were in great suffering, but fortunately, as Caesar expected, the Germanic   auxiliary horsemen arrived at the right moment to slaughter the Gauls from rear. Historical results With the repression of the Vercingetorix riot, Rome would finally annex the region of Gaul as Republic Province. This was a significant victory which changed the culture in Gaul. The movie, Ferris Bueller’s Day Off, is the epitome of adolescent rebellion and independence – the benchmark of free-spirited insubordination that lies in the heart of all teenagers. Sure, the movie depicts skipping school as nothing more than a harmless and fun pastime, something that is enjoyable due in large part to its riskiness. But essentially, it documents the day of a truant. A truant whose wild antics entertain, but a truant nonetheless. Like most things, Hollywood’s characterization of adolescent truancy is incorrect, not just in the sense that most kids will not be singing in parades whilst cutting class. It downplays the rather serious nature of chronic absences that permeates all levels of society. Adolescent rebellion and the need to distance away from authority figures and find ones’ own individuality is a normal part of growing up and the developmental process (Steinberg, 1987). However, problems arise when this distinctive need manifests itself in overtly negative activities. Whether it be experimenting with drugs and alcohol or skipping out on class, the undercurrent of teenage self-exploration is present. Going back to the point of truancy, this need, coupled with boredom and peer pressure, can increase the occurrence of absenteeism. Nevertheless, a number of other factors do play a significant role. Chronic absenteeism is often a symptom of larger problems than teen rebellion. Bullying, family issues, financial difficulties, drug use, and lack of academic skills are only some of the potential causes of truancy within the United States (Reid, 2012). I define this term as a state of physical, psychological and spiritual well-being. Individuals not always pay attention to their health, even though it substantially influences the quality of human life, so competent specialists are needed to help them understand the importance of health and lead them on their paths to positive individual and social functioning. As a nurse, or health care provided, I normally use Dunn’s approach to health as to maximum wellness, which can be described as â€Å"integrated method of functioning which is oriented toward maximizing the potential of which the individual is capable within the environment where he is functioning† (Smerke, 1989, p. 154). Individuals tend to engage in energy exchange with their environment and also seek to achieve balance in this process, or simply adapt to the environment. It is effective and a useful tool in helping in authentication of the evidence that the claim of the candidates have produced (SQA, 2014). Assignment- this is a problem solving exercise having clear structure, guidelines and specified length. According to Johnson, Mims-Cox, & Doyle-Nichols (2006), assignment is specifically suited to the learning outcomes assessment concerned with application of the learning skills and the knowledge and understanding related to a situation involving management of tasks. Assignment is effective as an assessment method since its development is relatively straightforward. It can also access a wide range of both practical and cognitive competencies, furthermore, it provides the candidates with a good opportunity of demonstrating initiatives. Lastly, Gravells (2013) stated that it can be used in integrating assessment across units and outcomes. Case study- according to SQA (2014), it consists of an event description normally in a text, electronic recording or a picture that concerns real situation. The case study is then followed multiple instructions prompting the candidate to analyze the situation, identify core issues and make conclusions before making suggestions or decisions on the course of action. Case studies are effective because it provides good opportunities for the learners to exercise skills in decision making and problem solving. Moreover, it allows the learners to demonstrate skills in time management, information gathering and analysis. Projects- this is an essay substantially written, treating issue or subjects in depth in a formal and methodological manner. The project is always based on literature research for the subject or even original research. Project assessment methods are effective in testing the ability of the learners in applying knowledge critically, evaluating evidence from different sources and drawing valid conclusions from the evidence and finally presenting their ideas in a coherent and clear report (SQA, 2001). Moreover, projects are effective since they allow scope for self-expression, and tests skill of higher order. The internal and external assessment requirements and related procedures of learning programs Internal and awarding organization’s requirements The school setting or a learning institution accepts the drive of improving teaching by making sure that the assessment serve the teaching purpose, and that the teaching is not negatively affected by assessments put in place for accountability. According to Johnson, Mims-Cox, & Doyle-Nichols (2006), successful teaching is grounded on evidence and are produced by learners during the activities of learning and in assessments, that shows whether; a learner has understood and learned and is capable of applying in different situation despite many attempts of learning and teaching, a learner has not yet understood and showed achievement a learner is ready for learning teaching and learning have not yet been successful Record keeping According to Gravells (2013), the assessors need to keep their assessment records they have undertaken on the learners. It is necessary to keep records because it allows tracking of the learners’ progress. Moreover, the external and internal verifiers will use the records in helping them in selecting sample decision of assessments for review. Lastly, the records can also be usd when monitoring the quality assurance activities in the school center. Learner tracking Learners tracking as a related procedure of learning program is significant to the assessor in thinking about the leaner during the assessment. According to SQA (2014), in tracking the learner, the assessor need to reflect on the following questions on the way of involving and tracking the learner in the process of assessment. This encourages a sense of ownership to the process of learning: Does the process of assessment match the knowledge acquisition sequence, and skills development in the training/learning program? Have the assessor avoided excessive assessment by making a consideration on the learners’ workloads in across and within subjects? Have the assessor reduce over assessment by finding opportunities of combining the assessments? Can the assessor identify instances of evidence that are naturally occurring? Is the required time for assessment realistic? Have the assessor considered using the e-assessment? Monitoring progress In the educational system, it is very important to know the extent of the progress towards objectives, aims and levels, and therefore the assessment concentrate often on finding out how much have been learnt by the learners. This is either done formally or informally. According to SQA (2001), in worst cases, this assessment type intensifies focus on the accountability disregarding the teaching quality. Johnson, Mims-Cox, & Doyle-Nichols (2006) indicated that if there is a lot of pressure of achieving targets and to showing progress to the parents, it is likely that the teaching will imitate assessment. Gravells (2013) asserted that this is when the assessment negatively influences teaching. Quality systems They monitor progress of the learners and the assessment and are presented as a tool of improving teaching. This suggests that identifying reasons and remedies is practically the same as identifying gaps. At best, quality systems provide profile that use fine grained on common curriculum, and offer activities for remediation that are online (SQA, 2001). The ways in which minimum core elements can be demonstrated in assessing learners.Minimum core according to SQA (2014) is a way in which the tutor imbedding the functional skills to the learners such as English and mathematics. This can be achieved in different ways such as use of electronic white board activities that promotes ICT skills and English and allow students to a more present approach. Similarly, handouts can be used to ensure the learners have a direction and quantity in learning. The effectiveness of my own assessment practice The most significant factor in meeting the learners’ needs is understanding their individual learning requirements and needs. In my assessment practice, this has been my foundation for achievement especially the classroom environment. Currently in my practice, I have a group of 30 students, and therefore individual assessment of each and every student needs an understanding of each individual need and support for them to achieve the set objectives. My assessment has been effective since I have used multiple assessment methods such as observation and professional discussion hence allowing my students to achieve maximally and holistically. Moreover, my assessment practice has been effective because my rate of course completion is high, student satisfaction is excellent and the direct feedback I get from the industry has been positive. Moreover, I believe my assessment method is excellent because I do keep personal records of my resources and the instructional strategies I applied during my practice that were either useful or not useful. Lastly, I do participate in the informal and formal assessment and moderation in addition to undertaking professional development such as the PD program which I hope will help me in building continuous improvement in my practice. Areas for improvement in your own assessment practice Currently in my practice, there are also some areas that needs improvement. During my practice, I always ensure that I have enough resources in meeting the learners’ needs and for each of the units they learn. The first area that needs improvement is development of new resources and the learning processes since the resources available are limited. The organization where I practice need to put proper measures of ensuring that the resources are available for proper learning and assessment of the learners Secondly, I believe I need to improve on adopting the online and digital method of assessments like the e-assessments. This is because of their reliability compared to other methods. Moreover, e-assessment is easy to use where there are many learners. Moreover, it is easy to make comparison of the assessments results from different learners than using observation method in conducting the assessments. I also think that I should involve my students more in the assessment process than before, and monitor their skill development and progress. This is because the learners are involved in the training because they want to develop knowledge and skills that is needed to compare their training course, get the credentials and then apply their skills in their places of work. Conclusion In conclusion, the essay report discussed the research carried out on assessing learners in education and training. It discussed the purposes of different types of assessment, and analyzed the effectiveness of different assessment methods in relation to meeting the individual needs of the learners. Moreover, I identified the internal and external assessment requirements and related procedures of learning programs. The report also analyzed the ways in which minimum core elements in assessing learners can be demonstrated. Finally, the report reflected on what I have done and presented an evaluation that reviewed the effectiveness of my own assessment practice, taking account of the views of learners and others.
